Preparation steps

1.

Trim scallions, rinse and chop. Peel garlic cloves and finely chop.

2.

Heat 2 tablespoons oil in a pan. Add ground beef and garlic and cook until crumbly, about 5 minutes. Add scallions, cumin and cinnamon and season with salt and cayenne pepper. Stir in the raisins. Remove from heat and let cool slightly.

3.

Pound the cutlets flat and season with a little salt and cayenne pepper. Divide the ground beef mixture among the cutlets. Roll tightly and secure with wooden skewers.

4.

Heat the remaining oil in a pan and fry the rolls over medium heat until browned on all sides. Pour in 1 cup of water, cover and simmer over low heat until cooked through, about 15 minutes. If desired, serve with couscous or rice.
