1 Bring the broth to a boil. Add the couscous to a boil, pour the broth over it, and let it soak for 10 minutes. Fluff with a fork and let cool.
2 Peel the cucumber and cut into a small dice. Rinse the peppers, halve, and remove the seeds and membranes. Cut the peppers into a small dice.
3 Rinse, trim, and julienne the scallions. Rinse, dry, and remove the leaves from the mint. Set aside some for garnish, and chop the rest. Squeeze the lime.
4 Mix the couscous with the vegetables, capers, chopped mint, 2-3 tablespoons of lime juice, and the oil. Season with the chili salt and pepper. Serve in a bowl garnished with the whole mint leaves.
