Drain beans and corn. Mix beans, corn and Bolognese sauce in a pot. Peel garlic and squeeze through a press into the pot. Heat everything while stirring.
Rinse bell pepper, cut in half, remove seeds and ribs and cut into small cubes. Add bell pepper to the pot, mix, simmer for about 5 minutes and season with vinegar, lemon juice, cumin, paprika, salt and cayenne pepper.
Rinse scallions, trim and cut lengthwise into thin strips.
Serve chili in bowls garnished with scallions and tortilla chips.
