Chop crab meat very finely. Rinse and finely chop scallions. Combine crab meat and scallions with corn, peppers, chile pepper and egg in a bowl and mix well. Season with salt and cayenne pepper. If mixture is too soft, add some breadcrumbs. Shape mixture into small cakes and coat with breadcrumbs. Heat oil in a pan and cook cakes for about 2 minutes per side or until golden brown. Drain on paper towels.
If desired, serve with sweet and sour dip.
