1 cup unsalted butter (softened)
1 ½ cups granulated sugar
2 large eggs
2 tsps grated lemon zest

¼ cup milk (plus additional if needed)

Preparation steps

Adjust oven racks to the lower-middle and upper-middle positions and heat oven to 375º F. Line 2 baking sheets with parchment paper.

In a large bowl, whisk together flour, baking soda, baking powder, and salt. In a separate bowl, using an electric mixer set on medium speed, beat butter and sugar until creamy and fluffy. Add eggs, one at a time, and beat until incorporated. Reduce speed and add sour cream and lemon zest. Add flour mixture and mix thoroughly.

Chill dough for about 1 hour, or until slightly firm. Drop rounded tablespoon of dough onto lined baking sheets, spacing cookies 2-inches apart. Bake about 15 minutes, or until just golden brown around the edges. For best results switch and rotate sheets halfway through baking. Cool completely on baking sheets before frosting.

In a medium mixing bowl, beat together 4 cups sifted powdered sugar and 1/4 cup milk. Stir in additional milk if needed, 1 teaspoon at a time, until glaze is easy to spread.
