Preparation steps
1.
Rinse potatoes and boil in salted water until al dente, about 25 minutes. Drain, let cool, peel and cut into large pieces. Rinse, trim and cut scallions crosswise into rings. Rinse chives, shake dry and thinly cut crosswise into rings. Rinse parsley, shake dry and chop leaves. Whisk together mayonnaise, vinegar and yogurt and mix with the potatoes. Season with salt and pepper. Set aside some of the chives for garnish, then mix the remaining chives, along with the scallions and parsley, with potatoes. Slice hot dogs diagonally. In a frying pan, fry hot dogs in hot oil until browned. Let cool slightly, then mix with the potato salad. Divide salad among plates and serve sprinkled with remaining chives.
