Preheat the oven to 180°C (160 fan) | 350°F | gas 4. Grease and line a couple of large baking trays with parchment paper.
Beat together the butter, orange flower water, orange zest and sugar in a mixing bowl until pale and fluffy.
Beat in the egg whites until incorporated, then sift in the flour and beat again until smooth.
Spoon tablespoons of the mixture onto the baking tray and use the back of the spoon to spread into circle shapes.
Bake for 8-10 minutes until the edges are just starting to colour.
Remove from the oven and let them cool for 30 seconds before lifting carefully onto a rolling pin to shape them. Let them cool and set before removing from the rolling pin and serving.
