Rinse both of the cabbages, remove the core, and thinly slice. Rinse, trim, and slice the scallions. Rinse, trim, and slice the radishes. Rinse the chili, trim, halve, and julienne. Rinse the herbs, dry, remove the leaves, and coarsely chop. Mix the vinegar with the lemon juice, mustard, and olive oil. Season to taste with salt.
Mix the vegetables with the dressing. Toss thoroughly to combine, and serve.
