Preparation steps
1.
Heat the olive oil, in a saucepan over medium heat, add the steak and brown on all sides. Pour in enough water to almost cover. Bring to a boil and reduce heat. Simmer until meat is tender and falls apart easily, about 2 to 3 hours. Transfer meat to a large mixing bowl and season to taste with salt and pepper.
2.
In a separate 2-quart saucepan set over medium heat, pour in beef broth and add carrots and potatoes. Cook until fork tender; about 15 to 20 minutes.
3.
Preheat oven to 350º F.
4.
Using a slotted spoon transfer cooked vegetables to the large mixing bowl with the beef; leaving the cooking liquid in the pan.
5.
In a small bowl, whisk the cornstarch with the 1/3 cup of water. Pour into the saucepan of beef broth, stirring constantly. Bring to a simmer and reduce heat; cook for 5 minutes.
6.
Coat a 2-quart round casserole dish with nonstick cooking spray. Spoon beef mixture into prepared casserole dish. Pour the beef broth gravy over the top of the mixture.
7.
Following the package directions, cover the top of the beef mixture with a pie crust, pinching the edges with a fork. Using a sharp knife make a few slits in the crust so steam can escape. Bake in a preheated oven until the crust is golden brown; about 25 minutes. Let cool for 5 minutes before serving.
