Heat the grill.
Put the cheese, butter, Worcestershire sauce, mustard, flour and a grinding of pepper into a pan.
Mix well and stir in the milk or beer.
Stir over a very low heat until melted to a paste. Remove from the heat and set aside to cool slightly.
Toast the bread on one side only.
Spread the rarebit over the untoasted side and place under the grill until browned and bubbling.
