Preparation steps

Preheat oven to 200°C | 400F | gas 6.

Cook the pasta according to package instructions. Drain and return to pot.

Heat olive oil in a large skillet over medium high heat. Add pepper and onion and saute until soft. Remove from heat and set aside.

Heat 1 1/2 cups milk in a large heavy saucepan, set over medium-high heat until steaming but not boiling. In a small bowl, whisk remaining milk and flour until smooth; add to the hot milk and cook, stirring constantly, until the sauce simmers and thickens, about 3 minutes. Remove milk from heat and add the Cheddar cheese and cream cheese, stirring until melted and completely incorporated.

Add the sauteed peppers and onions to the pot with the cooked and drained pasta; pour in the cheese sauce and toss well until everything is evenly combined. Pour the pasta into a baking dish and bake for 25 to 30 minutes, or until bubbly. Garnish with Parmesan cheese and serve.
