Combine the cocoa powder, butter, and a little of the coconut milk in a saucepan. Whisk briefly to make a paste and then whisk in the remaining coconut milk and the almond milk.
Add the agave nectar and warm the mixture over a medium heat, stirring occasionally, until it starts to simmer.
Pour into a food processor, add most of the oats, and blend on high until smooth. Pour back into the saucepan and return to a simmer.
Pour into mugs and garnish with the remaining oats and grated chocolate on top.
