Peel, rinse and coarsely chop potatoes. Peel and chop onion. Combine potatoes, onions and milk in a saucepan, season with 1 teaspoon salt and simmer, covered, about 25 minutes. Mash with a potato masher until smooth.

Mash feta with a fork. Blanch tomatoes in boiling water, then peel, quarter, core and finely dice. Stir egg, tomatoes and feta with mashed potatoes, then stir in enough flour so that mixture holds together. Season with salt, pepper and thyme.

Heat oil in a frying pan. Shape mixture into patties. In batches, fry patties until golden-brown, 2-3 minutes per side. Serve garnished with frisee (rinsed and plucked) and thyme.
