Add the matcha to a bowl, then top with some of the water and stir until smooth. Heat the remaining water to 80°C - 90°C /175°F - 195°F, pour into the matcha mixture, and whisk until thoroughly combined.

Pour the mixture into four glasses. Froth some of the hot milk. Top the tea with the remaining milk, and top with the milk froth. Dust the glasses with the matcha, and serve immediately.
