Peel and dice the potatoes. Rinse and chop the scallions. Melt the butter in a large saucepan and sauté the potatoes and scallions until browned. Deglaze with the vegetable broth, cover and simmer for 20 minutes, until the potatoes are tender.

Shred the cheese. Stir the milk into the soup and purée with an immersion blender. Season with salt and pepper, add half of the shredded cheese and stir until melted. Ladle into bowls, top with the remaining cheese and serve.
