Whisk the flour, whipping cream, egg yolks, vanilla bean seeds, lemon zest and melted butter together until smooth. Beat the egg whites with the sugar until stiff and fold into the batter.
Preheat the waffle iron and grease with butter. Spoon 2-3 tablespoons of the batter into the waffle iron and cook until golden brown on both sides. Cover with aluminum foil to keep warm and continue with the remaining batter. To serve, drizzle with honey and dust with powdered sugar.
