Boil the sugar, water and orange peel, let cool. Strain the orange juice and add the white wine and Grand Marnier. Add lime juice to taste. Beat the egg white until semi-stiff and fold into the mixture.
Pour the mixture into a shallow metal bowl, cover, and freeze for several hours, stirring vigorously at least once an hour, until frozen. To serve, scoop into dessert bowls and garnish with lemon balm leaves
