Preparation steps

Rinse, trim and remove core from fennel. Cut fennel lengthwise into thin slices. In a pan, sauté fennel in hot olive oil. Add a cup of water and season with salt and pepper. Cover and cook about 8 minutes. Remove lid and continue cooking until liquid has evaporated. Stir in lime juice and zest and let cool.

To serve, arrange fennel and herring fillets on plates.
