Heat the oven 180C (160C fan) 350F, gas 4. Line a 12 hole muffin tin with paper muffin cases.
Sieve the flour, baking powder and bicarbonate of soda into a bowl. Add the orange peel, sugar and half the chocolate chips.
Pour the oil into a jug, add the orange juice, buttermilk and eggs and mix together with a fork. Pour the wet ingredients into the dry and gently stir together until just combined.
Spoon the mixture into the paper muffin cases. Sprinkle over the rest of the chocolate chips and top each muffin with a orange quarter slice.
Bake for about 25 minutes until the muffins are risen and firm.
