Fry the ground meat in the oil. Rinse the chile pepper, cut in half lengthwise, remove the seeds and inner white skins and chop it finely.
Rinse the beans, pat dry and add to the ground beef with the chile. Fry briefly, mix with ketchup and set aside.
Boil water and heat the frankfurters in it, then saute them in a grill pan. Add some chili to the buns, then the franks. Serve sprinkled with grated cheese.
