Add 1 tablespoon of sugar and 1 tablespoon of water to a pan and melt of low heat. Add the blueberries and cook for 5 minutes. Bring to a simmer, then add the Grand Marnier. Preheat the oven to 180°C (approximately 350°F).
Mix the flour, sugar, eggs, salt, and cream. Stir until a thick liquid batter has formed. Divide the blueberry mixture to 4 ramekins, and then fill with the batter. Add to a deep baking sheet, and then add water into the dish. Bake for 30 minutes. Dust with powdered sugar, and serve warm.
